JOB SPECIFICATION:

  • ACADEMIC QUALIFICATIONS
    Bachelor's or Master’s Degree in Civil Engineering / Architecture from a recognized university.
  • WORK EXPERIENCE
    Minimum 10–15 years of professional experience in design, planning, and civil construction. At least 5 years in a leadership or managerial role, preferably in a hospital, healthcare, or large infrastructure project.
  • PROFESSIONAL QUALIFICATIONS
    Relevant project management certification is preferred.

JOB SUMMARY:

The Head of Planning, Designing & Implementation is responsible for leading all infrastructure planning, architectural design, and civil development projects across the hospital network. This includes strategic visioning, administrative leadership, financial planning, project execution, vendor coordination, and ensuring adherence to compliance, safety, quality, and sustainability standards. The role plays a critical part in aligning hospital infrastructure initiatives with the organization’s long-term growth and service delivery goals.

  • Lead strategic planning, design development, and execution of all hospital infrastructure and architectural projects.
  • Oversee space planning, structural assessments, and layout finalizations to align with hospital needs and standards.
  • Supervise all phases of the project lifecycle including feasibility, budgeting, cost estimation, execution, and commissioning.
  • Ensure all projects meet applicable health & safety standards, local building codes, and environmental regulations.
  • Maintain updated records of all project blueprints, drawings, approvals, contracts, and as-built documentation.
  • Lead multidisciplinary teams of engineers, architects, and project staff across all project sites.
  • Develop standard operating procedures (SOPs) for design and construction workflows.
  • Ensure timely communication and reporting to executive management on project status and risks.
  • Ensure all administrative records, including approvals and change requests, are properly documented.
  • Prepare and manage annual infrastructure budgets and project-specific financial plans.
  • Conduct cost-benefit analysis, risk analysis, and budget forecasts for proposed and ongoing projects.
  • Review and authorize project expenditures and contracts within delegated authority limits.
  • Ensure procurement and contract management aligns with financial policies and cost-efficiency goals.
  • Lead multidisciplinary teams of engineers, architects, and project staff across all project sites.
  • Develop standard operating procedures (SOPs) for design and construction workflows.
  • Monitor and evaluate the performance of internal teams and external consultants/vendors.
  • Ensure timely communication and reporting to executive management on project status and risks.
  • Ensure all administrative records, including approvals and change requests, are properly documented.
  • Develop long-term infrastructure master plans in alignment with hospital expansion goals.
  • Recommend capital investments and upgrades based on facility condition assessments and service requirements.
  • Identify and implement design innovations to improve space utilization, patient flow, and operational efficiency.
  • Liaise with senior management for strategic project approvals and cross-departmental planning initiatives.
  • Keep abreast of trends in hospital architecture, smart facilities, and green building technologies.
